Dick Evans, a Northampton lawyer, is a long-time Massachusetts marijuana reform advocate. In 1980, as a private citizen, he filed the first comprehensive tax-and-regulate bill to be considered in any state legislature. He is a former member of the board of NORML, author of NORML’s Principles of Responsible Cannabis Use, and recipient, in 2011, of NORML’s Lifetime Achievement Award. He has published many articles on marijuana law and politics, and in 2015 the Boston Globe dubbed him “Mr. Marijuana” in Massachusetts. In 2016, he chaired the Yes on 4 campaign committee, sponsor of the legalization initiative. He and his partner, Mike Cutler, served on the Question 4 drafting committee, and have recently published “Marijuana Licensing in Massachusetts: A Preliminary Guide and Commentary.” (Amazon). They represent individuals and entities entering the new industry.
